
"ONE COMMUNE, ONE FREE ONLINE NEWSPAPER"
"SMARTPHONE" is becoming the part of our daily life. As a result, smartphone is always with us, eventhough when we sleep at night, we still keep it close to our pillow.
If we look at developing countries, due to the lack of telephone infrastructure, people living in developing country are using smartphone more than anywhere else. And the fact of having a fancy smartphone, it just likes driving a car of the brand Cadillac in the US.
More often, the use of smartphone could also help to promote free speech in many developing countries such as Cambodia for example. According to a research carried out by Open Institute in Cambodia, financed by USAID and other development partners, "with over 96% of Cambodians claiming to own their own phone, and more than 99% being reachable through some sort of phone."
The research also finds out that almost half of Cambodians have access to the Internet, and many of them use Facebook as a mean of communication as well as a source of trusted information and/or educational purpose.
"Smartphones are by far the most common means of accessing Facebook; only 3% of Facebook users access the social media site solely through computers, while 80% access it exclusively through phones," Open Institute added.
For this reason, DEVOpenBlogger team has designed a Blogger template called "KHMobileNews", in order to help Cambodian community to run their online newspaper with free of charge on Blogger platform.
To respond to the need of Cambodians, the design of KHMobileNews template was specifically concentrated on the use of smartphone with Khmer script to access information on Facebook as well as on the Internet. The design of KHMobileNews template took also in account of the latest website technology such as the displaying in column for desktop viewers, and the screen resolution (responsive) of different devices etc.
